According to Carrie Muskat of MLB.com, the San Francisco Giants have submitted a 4-year offer to Japanese free agent outfielder Kosuke Fukudome.
This is the first official contract offer that I've heard of, I know there are several other teams interested including the Chicago Cubs, San Diego Padres and Texas Rangers, but there has been no mention of offers from any of those 3 teams.
