The Texas Rangers, surprisingly to some, non-tendered 36-year old right-hander Akinori Otsuka a few days ago making him a free agent.
Tom Krasovic of the San Diego Union Tribune said a few days ago that the San Diego Padres could look to bring Otsuka back on a 1-year deal, but now the Phillies may have interest in him as well according to Steve King of the Philadelphia Daily News.
